In a move signaling potential shifts in naval procurement, President Donald Trump has suggested that South Korean shipbuilders could play a significant role in enhancing the United States Navy’s capabilities. Speaking at the Pennsylvania Defense and Innovation Summit, Trump emphasized the necessity of upgrading the aging naval fleet, hinting at the possibility of acquiring ships constructed outside the U.S. This development points to a broader cooperation with South Korean firms and other international partners.
As part of this strategy, Trump outlined plans for the construction of two National Security Multi-Mission Vessels at the Hanwha Philly Shipyard in Philadelphia, with the project estimated to be worth about $1.5 billion. This comes amid a backdrop of increasing defense collaboration between the U.S. and South Korea. Recently, South Korean President Lee Jae Myung disclosed that Trump had inquired about South Korea’s ability to rapidly build 10 U.S. naval vessels, a topic that was further explored in subsequent international discussions.
The Pentagon and the U.S. Navy have been actively seeking information from South Korea’s leading shipbuilders, including HD Hyundai Heavy Industries and Hanwha Ocean. These inquiries aim to evaluate their proficiency in designing and constructing combat vessels. Hanwha, in particular, stands to gain significantly from this prospective partnership after acquiring shipyard facilities in Philadelphia in 2024 and seeking licenses to produce military ships domestically. Concurrently, HD Hyundai and Samsung Heavy Industries have been expanding their collaborations with American companies to penetrate the U.S. naval shipbuilding sector.
However, these promising collaborations face substantial legal challenges. Current U.S. regulations impose restrictions on building Navy vessels outside the country, implying that any production abroad would necessitate legislative approval or special exemptions. Despite these hurdles, the potential for increased South Korean involvement in U.S. naval projects highlights a growing trend towards international cooperation in defense manufacturing.
